Abstract The production of the poloidally sheared flow during electron cyclotron resonant heating (ECRH) in the collisional tokamak plasmas, which refers to the edge region, is studied. Based on the linearized kinetic drift equation and the fluid equations including the density perturbation term driven by rf waves, the criterion of the destabilization of the poloidal plasma rotation is analytically derived. It is shown that the edge poloidal plasma rotation can be destabilized during ECRH in the present rf power level.
