Abstract Based on the recent progress in the spherical torus approach (ST), it is meaningful to revisit the possibility of establishing D-3 He fusion reactor using both the ST and the tokamak scaling. Fundamental requirements then are obtained and some important issues are discussed. The wall reflection of the synchrotron radiation is very important for a good reactor merit.
