Abstract The Monte Carlo method is applied to study the low-grazing scattering from a vegetation medium. Based on the two-layer model, phase of different fields and volume-surface scattering interaction are taken into account. The scattering coefficient is obtained. The numerical results are in agreement well with the measured data and the vector radiative transfer theory. The results are aslo used to explain the backscattering enhancement and the grazing incidence characteristic.
