Abstract We enumerate the limitations in the frame of Regge phenomenology and demonstrate that it should be extended to cover the freedom of constituent gluon, We declare that glueballs are the bound states of constituent gluons. Based on these observations we discuss the glueball production mechanism and the structure of Pomeron.
