Abstract We investigate the interaction of eddy and barotropic basic flow in virtue of a new Eliassen-Palm (EP) flux, without introducing residual meridional circulation, by using a multi-scale method. The results show that the evolution of the zonally symmetric barotropic basic flow is completely dominated by the new zonal-averaged EP flux divergence.
