Abstract A new mechanism for overtone excitation processes through Fermi interaction has been proposed. The model was applied to the overtone transition of H2O from V2 = 0 to V2=2, and the title process was found to be dominant one. The numerical result is in good agreement with the experimental observation. Several important aspects are briefly discussed.
